The growth of the agricultural sector was only 4.5% in 2007-08 (3,8% in 2006-07) compare to the overall growth of 9 % and it may decline to 2% in 2008-09. This situation has led a growing number of deeply indebted and hopeless farmers to commit suicide.

Moreover, the policy of the Indian Government has kept promoting large scale farming and corporate sector, including agricultural bio-technology sector, and encouraging a shift from food crop to cash crop. This has brought about a reduction of grain reserves and an increase in food prices, while under-nutrition is still a widespread curse in the country. Such a policy, that neglects small scale agriculture, deemed to be not viable, is obviously not relevant in the Indian context where most of the farmers possess small plots. The average size of land holdings is about 5 acres but more than 85% of Indian farmers own less than 5 acres of land, 63% less than 3 acres and many landless people have to lease land to grow a crop. Sixty percent of the Indian population is still dependent on agriculture but the agricultural crisis is such that farmers prefer to abandon their land and migrate to overcrowded cities in search of low paid menial jobs.

In such a context, one of the answers to the agriculture decline and the agrarian crisis lies in small scale farming based on traditional and alternative methods of production that are both farmer friendly and environment friendly. One of the models for sustainable small-scale agriculture is natural farming which was first developed by the Japanese Manasobu Fukuaka. In India, Subhash Palekar has been known for propagating its own natural farming methods that maintain soil productivity in the long run by respecting environment and the human being, after proper rejuvenation of soil health, restoration of its fertility, regeneration of ecological resources, and restoration of water purity.

Subhash Palekar : his path towards natural farming

Subhash Palekar, popularly known as Krishi ka Rishi (the “sage of agriculture”), is a famous exponent of natural farming and a tireless promoter of the concept of “Zero Budget Natural Farming” (ZBNF). He hails from Amaravati (Maharashtra) but was born in the village of Belora, in the Vidarbha region of Maharashtra, which has been sadly notorious for its high percentage of farmer’s suicides these past two decades.

While his father was a traditional natural farmer, S. Palekar started practising chemical farming on their land, as he was taught in the college. Between 1972 and 1985 the production of his ‘modern’ farm increased regularly but, to his great surpise, it started declining from 1985. This unexpected result led him to thoroughly study the reasons of the decline in the yield and finally to develop the concept of natural farming.

From 1986 to 1988 he studied the ecosystem of the forests and the natural processes which enable the growth of so many fruits, plants and trees such as mango, ber, tamarind, jamulum, custard apple, neem, moha, without any intervention of human beings. As he himself explains « he found that there is a self developing, self nourishing and totally self reliant natural system in the forest, by which all the vegetation and ecosystem exist without any human existence ». Then, for six years (1989-1995), he verified these natural processes on his own farm through 154 research projects that led him to develop a method of natural farming which he called the “Zero Budget Natural Farming”.

Today, Subhash Palekar, who is still cultivating various crops on his 34 acre dry land property, dedicates himself to the propagation of his method all over India. He thus trains the farmers in this technique through camps, workshops, seminars, model farms settled throughout India, and publications in various Indian languages. About 30 lakh farmers have already successfully adopted natural farming over 10 millions of hectares.

The four principles of natural farming

Basically, natural farming aims at cultivating plants by promoting self-reliance of farmers while protecting the environment and stimulating harmony between humans, animals and plants for a sustainable development. The fundamental principle underlying natural farming is that every thing is connected to every thing else on earth as every function is served by many elements and every element has many functions. The relative placement of elements is thus an important key to the success of this method and requires a minutely detailed observation of nature in order to recreate in the fields the same kind of symbiosis, of interactivity between the plants.

1. Zero budget farming

The production cost for the farmer is zero as no input needs to be purchased. As 1.5 to 2.0 % of the nutrients are taken from the soil by the plant (the rest is taken from the air, water and solar energy), there is no need to add fertilizers. These nutrients provided by nature (as in the forest) are totally free of cost. The farmer uses its own seeds and protects the crop with natural products that he collects himself so that he does not have to buy either chemicals or seeds.

2. Natural inputs

3. Mulching

Mulching is also one of Zero Budget Natural Farming’s four wheels. It is necessary to create the micro-climate under which micro-organisms can best develop, that is 25 to 32 °C temperature, 65 to 72 % moisture and darkness and warmth in the soil. 4. Multicropping

Intercropping, multicropping or mixed cropping, as opposed to mono-cropping which has been imposed by industrial and mechanised agriculture, is the cultivation of two or more crops in proximity in the same field, during a growing season, to promote interaction between them. Natural farming is particularly suitable to small farmers who own only a few acres of land and do not have financial resources. Accordingly, in an acre of agriculture land, 100 sq m will be taken as a base unit and five species of crops will be raised in a specific pattern and three trenches of 2.5 feet length will be dug in it. This will be repeated in 39 other base units as a 1-acre plot of land allows 40 base units to be developed.

As a first layer of crop, raised in the outer layer and in four corners of the base unit, a farmer can raise coconut, mango, sapota and other crops in a specified number to match the available space. In the second layer, he can raise citrus and other plants. The third layer can have 20 plants of banana, papaya and other fruit and the fourth layer can bear eight plants, including apple, among others.

The farmer could use the fifth layer to raise pulses and vegetables, and if possible, paddy too instead of pulses, based on the suitability of the soil.
The agriculture authorities will guide the farmer on the number of plants, their varieties and their location in the base unit and the same pattern of cropping needed to be replicated in the remaining base units in the entire land holding of the farmer.

As the farmer is asked to dig up trenches in the base unit to specific measurements with regard to their length, width and depth, the farmer will use the dried leaves of plants to fall in them and perish. Cow dung and traditional organic fertiliser, Jeevamrutham, will also be put in the trenches. As the dry leaves perish and get decomposed, bacteria and earth worms will be developed and the plants get organic manure from the trenches for their nutrition and growth. The trenches also help plants get the requisite moisture so that there is no need for regular supply of water to these plants.

Natural farming is being taken up only in rainfed areas at present. Kakinada horticulture assistant director K. Gopi Kumar said, 'In this pattern of cultivation of five species of crops, the farmer can avail of a regular source of revenue; the yield pattern of each species of crop varies. The state government has accepted in principle to provide horticulture saplings on subsidy to farmers to encourage this kind of cultivation.”
